MODELS OF EDUCATION DEVELOPMENT OF THE LEADING COUNTRIES IN THE CONTEXT OF HUMAN CAPITAL FORMATION (ON EXAMPLE OF USA AND AUSTRALIA)

Abstract: 
This article is devoted to the comparative context of higher education`s models in the context of human capital`s formation on the example of countries such as the USA and Australia. Researching this issue, the authors note that the progress of knowledge and not economic benefits is the determining factor in the competitiveness of any state. The article stresses that one of the most significant contributors to human capital development is the government that have a direct impact on this process through the development and implementation of state social and economic policy. For example, a reflection of state government`s policy to strengthen the role of education in the USA was the increase of Federal government expenditure in the educational sector since the late 1990’s.. In Australia the idea the education is an area of extreme national importance arose in the late nineteenth century and took shape after the Second World War. In the education system of Australia played a major role in the creation of a system of technical training and assistance program of the state University students in strategically important areas.
