Assessment of the Quality of Competence Formation in the Field of National Security

Abstract: 
It is obvious that education is the priority area ensuring the achievement of the national development goals of the Russian Federation through national projects implementation. Though, the education quality and accessibility decrease may lead to a of the country’s national security weakening. The purpose of the article is to analyze the essence of the “competency” as a term in the context of modern educational standards and to present a version of the students training quality assessment using the example of their competencies maturity in the sphere of national security. The research design for this study is based on personal, activity and systems approach. The analysis of regulatory documents has revealed that the assessment of the students’ professional competencies maturity is being designed and implemented as a continuous, consistent educational process and it includes a whole range of algorithms, methods and tools, hence their mastering creates conditions for the education quality improvement. The role and importance of education in the national security system is determined by the fact that education is an environment and mechanism to save and reproduce the national (civic and ethnic) identity of the society, its individuals and groups. The content of education and upbringing is to be defined by moral, ethical and worldview concepts; students should master them at each level of education; the major role in the person’s acquisition of certain knowledge, skills and abilities is given to the formation of competencies necessary for safe life and for comfortable and safe habitat. The presented version to assess students competencies maturity in the sphere of national security is an integral part of the quality management system of the educational process at the University; it has a significant impact on University functions improvement as well as on students professional and personal development, since it is carried out in accordance with the general quality management culture, which in turn involves all educational process parties in continuous process of activities improvement.
