In article questions of management of process of design of the mobile educational environment on the example of pedagogical higher education institution are revealed. Design justification as modern pedagogical technology is given, positions of modern writers on design process reveal. In article attempt of development of the category "mobile educational environment of higher education institution" becomes, the formulation of characteristics of the projected environment which are defined as accurate and concrete, measurable and checked, achievable and valid, realistic, defined in time is given. The estimated structure of the mobile educational environment of higher education institution, design stages of the set environment is given. Management of design of the mobile educational environment is reduced to purposeful influence on formation process, as most educational environment, and on the identity of subjects of educational activity.
