The subject of the article under discussion is a professional-quality business officer. This article discusses the specifics of the formation of the professional and business qualities of the officer in the course of training at the Military Institute. The authors show which factors have a significant influence on the content of the concept of vocational and business skills officer. We consider the goals and objectives of the formation of the professional and business qualities of the officer in the modern development of the internal troops. What conditions must be created for the most effective development of these qualities. Grounded set of requirements to the content of the formation of these personality traits, which are to be formed at the officer. In addition, the authors analyzed the main problems of formation of professional and business qualities officer. Disclosed the basic professional business skills to be formed at the officer. Some recommendations to encourage the development and improvement of the educational process. On the basis of analyzing the content of these theories is concluded that the special situation of the educational process in shaping the personality of the officer and, as a consequence, the special nature of its professional and business qualities.
