The humanitarian nature of vocational education (as well as any education), inevitably causes the necessary process of innovative development. This process is determined mainly by internal factors and aims at creating conditions for the full personal and professional development of all its participants. Overcoming the sense of alienation of teaching staff depends on the quality of the own modernization strategy of particular vocational education institutions, and, consequently, the success of the modernization of vocational education in general. All the subjects of modernization at all levels have to consider the peculiarities of the region, it’s basic industry and of the particular educational institution and build on this basis their own version of modernization changes, which do not contradict the Federal trend.
