This article describesa reflectiveapproach to the process of trainingfuture teachers.Reflection is consideredto be an essentialqualityof a teacher’s personalitythe formation of whichshould startat the stageof high school education. Theideas ofthe Conceptionforthe developmentof pedagogical educationat the universitybased onthereflective approach and the basic actions of the Councilforan educational programasthe primary control authority are depicted in the article.
