The article contains short information about the training of physical culture instructors in Western Siberia in pre-revolutionary period and the role of V. S. Pirussky in the formation of special courses and organization of physical training university in 1920 is characterized. There presented some facts about the activity of Vsevobuch organization in the sphere of sport- military staff training in the region in the early 1920's. The material contains the facts about the training courses for fitness instructors, which dominated at that period. The work touches the questions of educational level of fitness specialists. The classification of educational level of teachers and instructors and the material status of specialists in the region are highlighted in the article. The article analyses the influence of internal and foreign events and economical conversions on the process of staff formation in the sphere of physical culture in Western Siberia. The state influence on personnel policy is studied as well. There presented the information about ideological and political effect of the Youth Communist Organization on the process of physical culture management structures stuffing and instructors stuffing, about organization of sport-military commissions on the basis of Young Communist League committees and selection of active sport instructors from the numerous active komsomol members.
