Analysis of Research on Developing University Students’ Cultural and Educational Competencies via Regional Music Culture

Abstract: 
The article addresses the urgent task of developing cultural and educational competencies in future music teachers to ensure the continuity of national traditions in a globalized world. The main pedagogical resource for this is considered to be regional musical heritage, which requires both theoretical mastery and practical implementation. This dual approach is fundamentally important for transforming passive knowledge into active cultural transmission. The work presents a retrospective analysis of research on the problem of regionalization in music education. The application of methods such as analytical literature review, systematization, and comparative evaluation of scholarly approaches (from cultural studies, art history, and pedagogy) revealed a significant gap between existing theoretical developments and the practical difficulties faced by music faculty students when working with local material (using the Belgorod region as a case study). This gap manifests itself, in particular, in the lack of ready-made methodological tools, as well as in students’ insufficient preparedness for historical-contextual analysis and public presentation of the regional repertoire. The methodological foundation is based on the theory of cultural memory and the concept of the construction of the past. The article substantiates the mission of the music teacher as a transmitter and guardian of musical heritage, which directly impacts their creative self-realization, the development of national self-awareness, and their formation as a spiritually and morally developed individual. As a result of the analysis, a set of key professional skills for working with regional material has been identified and scientifically justified. This set includes its historical and cultural interpretation, the development of educational projects based on it, and the adaptation of content for diverse audiences. The key conclusion is the necessity of creating an integrated pedagogical model that incorporates musical local history into the educational process. The proposed model aims to overcome the identified dissonance between theory and practice and holds practical significance for improving the training methods of music educators in higher education institutions.
