The System of Regulatory Regulation of General Education in Russia in the Late 50s – the First Half of the 60s of the XIX Century

Abstract: 
This article provides a historical and pedagogical analysis of the general education regulatory system in Russia from the late 1850s to the first half of the 1860s. Based on a wide range of historical sources, the key elements of this system are identified and their impact on the state and prospects for the development of general education during the period under study is analyzed. It is noted that within a short period of the initial stage of Alexander II’s reforms – the second half of the 1850s to the first half of the 1860s – which nevertheless represents a significant historical milestone in the comprehensive modernization of the Russian education system, the main directions of its reform were established. The reforms that began were comprehensive in nature, and the education reform was consistent with the overall course toward sustainable, progressive socioeconomic development in Russia. It irrevocably established public education as a priority national objective. The reform of the general education regulatory system largely ensured the successful achievement of the goals set for the state authorities and society. The success of the initiated education reform was ensured by effective administration and a well-thought-out state educational policy, which combined the judicious application of educational reform experience in other countries and national traditions of public education. The article concludes by concluding that the formation and development of the national foundations of the general education regulatory system in Russia from 1855 to 1866 reflected the ideology of the state, which had embarked on radical reforms in all spheres of public life, its educational policy, and its educational doctrine. Through the reformed general education regulatory system, the state authorities implemented an educational policy strategy and ensured sustainable management of the pedagogical process during the timeframe under consideration.
