Scientific and pedagogical basis of content updating of teachers’ certification and improvement of its implementation procedure

Abstract: 
Elements of the concept of content updating of teachers’ certification and improvement of its implementation procedures from the perspective of its requirements of professional teachers’ standard are expound. The extended interpretation of the functions of teachers’ certification of educational institutions is presented; their focus on the assessment of knowledge and skills of teachers is showed, which based on the declared professional standards of labor action. The methodological basis of the concept is characterized, which formed by competency and system-activity approach that has allowed: in the first place, to consider the assessment process of knowledge and skills of teacher in logic ascent to subjectivity, and in the second place, to find psychological incentive mechanisms of teacher at various stages of the certification process: adaptation, identification, interiorization and internalization. Based on the analysis of the global and domestic experience of qualification and certification of teachers’ professional activity, the conditions of content updating of teachers’ certification and improvement of its implementation procedures are announced. Special attention is paid to the characteristics of the procedural aspects of teachers 'certification, analysis tools (portfolio, qualifying examination, situational task, individual methodical system), with which increases objective assessment of the quality of teachers’ labor action. The value of the internal system of evaluation of education quality in educational organizations to improve the reliability of teachers’ assessment results is justified.
