Some aspects of legal regulation of pre-school education and improvement of professional competencies of preschool educational institution heads

As an object of research are the main aspects of the legal regulation of pre-school education, which is closely related to the increase of professional competence of managers. The adoption of new legislation in the field of education, including the Federal Law “On Education in the Russian Federation”, Federal state standard of preschool education, professional standard of teachers, organization and implementation of educational activities in basic general education programs – educational programs of pre-school education – makes a new look at the problems of pre-school education. Article methodologically is based on a legal analysis of certain provisions of the Russian legislation in the field of preschool education, the implementation of which in practice is associated with certain difficulties of organizational and managerial. The purpose of the article – the definition of legal collisions in the legal regulation of the sphere of pre-school education, requiring raising the level of professional competence of heads of kindergartens. The relevance and novelty of the problems determined by the legal analysis of the legislation on the formation of short stories related to the functioning of preschool educational organizations and management training. The author offers solutions to issues raised through the training of heads of preschool educational organizations. In particular, it draws attention to the legal component of professional competence, which can be improved by making changes in the educational and thematic plans of additional professional education programs.
