Criterial Evaluative Scale of Development of a Regional System of Secondary Education Based on State Educational Standards

Abstract:
Analysis and further evaluation of development of a regional system of secondary education are tried and tested management tools. The critical condition of the development is the alignment with Federal State Educational standards requirements, which are worded in the mode that they are rather difficult to be measured. On the other hand, there are plenty of thematic as well as mixed pools of indicators that are collected locally so that they are fragmented, subjective, and give no comprehensive account of a regional system of secondary education. The objective of the research is to correlate the requirements of the Standards with independent statistical indicators, ground such correlation, and work out algorithms of further data analysis. Such approach will allow forming a truthful competent view on the development of a regional system of secondary education and evaluate it. Methodology. Firstly, requirements of the Standards that serve as criteria have been detected. Next, independent statistical indicators have been collected and studied. After that they have been correlated with the detected requirements-criteria. In order to test along with the demonstration of feasibility of the developed criterial scale, the stages and procedures of such work were exemplified in the Republic of Buryatia and presented. Results. A criterial evaluative scale of development of a regional system of secondary education has been worked out and the algorithms of data analysis have been suggested. Based on the example of the Republic of Buryatia and one requirement-criterion the stages and procedures of collection and procession of information were exhibited. In conclusion, the research outcomes were evaluated and analysed that allowed to suggest further development trends of secondary education in Buryatia and to point out some negative ones.
