REGIONAL UNIVERSITY: GLOBAL CHALLENGES AND PROBLEMS OF THE CHOICE OF THE VECTOR OF DEVELOPMENT

Abstract: 
Global challenges which postmodern society puts before the existing system of the higher education are considered. The main tendencies of world academic revolution as reply of higher education institutions to the happening changes are described. In this context the problem of the choice of the development strategy of the regional Russian universities demanding their self-determination in the system of the higher education on a number of the basic bases is characterized. A research objective is assessment of an opportunity, expediency and effectiveness of various ways of transformation of the regional Russian universities according to present calls. Within the real research the detailed critical analysis of such means and vectors of development of the regional universities as is carried out: transition to free education, creation of zones of elite education, opening of the integrated PhD of programs, refusal of imitation of scientific activity, management of the organizational culture of higher education institution, change of a brand, internal and external positioning of the university. In the conclusion a deduction about limitation of applicability and risks of introduction corresponding administrative the practician in modern Russian conditions is reasoned.
