The article explains necessity for search of new methodological resources of junior movement’s development. The purpose of this article is to introduce readers with theoretical and methodological basis of modeling and actualization of educational potential of junior public organization. The logic of social and pedagogical reflection is presented, the main notions and essence of junior public organization as social and pedagogical system are described in this article.
